Residential real estate in Ukraine continues to develop in 2025

In Ukraine, in the dynamics of 2007-2024, about 9,261,112 sq. m of housing was put into operation annually. Despite active military operations in Ukraine, the annexation of part of the territory and the lack of development activity in some regions, construction continues actively, and the results of the volume of housing put into operation in 2024 in the amount of 9,758,881 sq. m even exceeded typical average annual indicators. According to analysts’ forecasts, such dynamics will continue this year.
However, the market is experiencing a decrease in the number of purchase and sale agreements for apartments and individual houses. Thus, if in 2021, state and private notaries recorded the highest rate of concluding contracts for the purchase and sale of apartments and individual houses in the amount of 325,174 units, due to military operations in 2022, the number of transactions decreased to 100,710, and the drop was 69.0%. The reduction in the number of contracts was influenced by both military operations, due to the refusal to conclude contracts due to the threat of physical destruction of property, and the annexation of some regions and the reduction in the number of notarial districts under their control. But already in 2023, a partial recovery of the market by 71.4% or to 172,638 transactions was observed, which continued in 2024, which amounted to 178,439 transactions or an increase of 3.4%.
Against the background of the introduction of new housing, the cost of construction increases due to changes in the cost of materials, wages of workers, the introduction of expensive modern technologies and engineering systems. There is also a change in requirements due to the war: the formation of dual-purpose premises for use as collective storage, more durable structures, adaptation to the needs of low-mobility population groups. All this leads to the evolution of conceptual solutions in new projects.
