Development Company completes construction of two SECs in Kyiv. Opening in 2026

In 2026, Kyiv developer A Development will open two shopping complexes in Kyiv – White Lines SEC and the passage in A-Station. Company founder Oleksiy Baranov spoke about this in an interview Forbes Ukraine. White Lines SEC is located near the residential complex of the same name near the metro station Holosiivska. The area of the shopping center is 28,000 sq.m, occupancy rate is 60%, Baranov reported. The search for tenants is being carried out by UTG and the developer’s own team.

White Lines SEC will open in early 2026. The passage in A-Station next to the Arsenalna metro station will open in the first quarter of 2026. This is a multifunctional complex with a premium supermarket Le Silpo on 1000 sq.m, a passage on 6000 sq.m with shops and cafes, the roof will have terraces with restaurants. Four floors of the complex will be occupied by offices on 9000 sq.m. The Fozzy group of Volodymyr Kostelman acted as a co-investor of the passage, Baranov reported.

The passage will be connected to the building of the former commandant’s office, which A Development reconstructed and turned into a complex with restaurants, a fitness center, and coworking.

Context

The total area of shopping centers in Kyiv is almost 2.5 million sq.m as of January 2025, according to UTG. No new SECs were opened in Kyiv last year.

In 2024, the average vacancy rate of metropolitan shopping centers was 13.1%, according to UTG.

Typical rental rates in shopping centers are gradually approaching pre-war levels, UTG reported. In December 2024, fixed rental rates per 1 sq m excluding percentage of turnover, VAT and operating payments in shopping centers in the capital were: for kiosks with an area of 1–10 sq.m – $70–250; for restaurants and cafes – $1–15; for shopping centers – $1–6; for cinemas – from $1–4; for clothing department stores with an area of 600–1500 sq.m – $1–18; for fashion galleries with an area of 100–200 sq.m – $1–32; for electronics supermarkets – $1–8 and for grocery supermarkets – $1–15.

The average daily attendance of shopping centers in Kyiv as of January 2025 was 383 people per 1,000 sq.m of rental space, according to UTG. At the beginning of 2024, shopping centers were visited by an average of 367 people per 1,000 sq.m per day.
